ARTICLE 1:  MEMBERSHIP

Section 1: Membership dues shall be set by a simple majority of the Executive Board.

Section 2: Membership categories and dues shall adhere to the following schedule.

A.  School memberships are available for one and only one campus (high school, middle school or elementary).  Up to four individuals may join under a school membership .  Only one vote is allocated in TMSCA elections per membership.  The person to receive the ballot shall be the primary contact person designated on the membership form.  Dues for this category will be $50.00 per year.

B.  Associate memberships are available to individuals who are not actively coaching.  This category does not carry any voting privileges.  This category entitles the member to purchase tournament materials to be used at their respected educational institutions.   Dues for this category shall be $15.00.

C.  Retired memberships are available to individuals who have retired as UIL math and/or science coaches and were members of TMSCA.  This category does not carry any voting privileges.  Dues for this category are free.

 

ARTICLE II:  JOB DESCRIPTIONS

Section 1: Duties of the High School Directors shall include the following:

A.  Overseeing preparations for the State Meet as recommended by the State Meet Director.

B.  Approval of trophies and other awards.

C.  Overseeing the publishing of final results.

Section 2: Duties of the Middle School Directors shall include the following.

A.  Overseeing preparations for the Championship Meet.

B.  Approval of trophies and other awards.

C.  Overseeing the publishing of final results.

D.  Securing the regional host sites.

Section 3: Duties of the President shall include the following:

A.  Conducting the annual business meetings and Executive Board meetings.

B.  Appointing replacements to vacancies in the legislative body with recommendations from the nomination-election committee

C..  Appointing all committees not specified in the Constitution or By-Laws.

D.  Approving contracts on behalf of TMSCA, with the ability to delegate specific contract approval.

E.  Assisting the Executive Director with on-site registration at the State Meet and the Championship Meet.

Section 4: Duties of the President-Elect shall include the following:

A.  Assuming the duties of the President in the event the office becomes vacant.

B.  Assisting the Executive Director with on-site registration at the State Meet and the Championship Meet.

C  Assisting the President as needed

D.  Observing/learning the duties of the President in preparation for the upcoming year.

Section 5: Duties of the Recording Secretary shall include the following:

A.  Recording the minutes of the annual business meetings and the Executive Board meetings

B.  Chairing the Nomination-Election Committee

C. Assisting the Executive Director with on-site registration at the State Meet and the Championship Meet.

D.  Performing other duties as deemed necessary by the President.

Section 6: Duties of the Treasurer shall include the following:

A.  Disbursing monies of TMSCA

B.  Providing an annual financial statement (for the period beginning July 1 of the previous year and ending June 30 of the present year)

C.  Providing itemized financial updates at each business meeting

D.  Overseeing preparations of the annual budget in conjunction with the Executive Board

E.  Assisting the Executive Director with on-site registration at the State Meet and the Championship Meet

F.  Paying all bills prior to the end of the current fiscal year

G.  Ensure TMSCA has signed contracts from all test writers.

Section 7: Duties of the Board of Regents shall include the following:

A.  Serving as Good Will Ambassadors for TMSCA.

B.  Encouraging and/or assisting invitational meet directors.

C.  Voting in all elections

D.  Attending the annual business meeting

Section 8: Duties of the TMSCA test writers shall include the following:

A.  Provide digital tests/answer keys to the TMSCA office.

B.  Meet all testwriting deadlines as stipulated intheir contracts.

 

ARTICLE III:  COMPENSATION

Section 1: Compensation for the TMSCA test writers shall be determined by the Executive Board at the winter meeting for the following year.

Section 2: Compensation for the Executive Director of TMSCA shall be negotiated between the Executive Board and the Executive Director at the summer meeting for the current year.

Section 3: Compensation for all other contract personnel shall be determined by the Executive Board at the summer meeting for the current year.

 

ARTICLE IV:  AMENDMENT

Section 1: Amendments to the By-Laws will be considered by the Executive Board at the board meetings.

Section 2: An amendment shall pass with a three-fourths majority of the Executive Board.
